The Ho Chi Minh City Department of Natural Resources and Environment was established based on Decision No. 121/2003/QĐ-UB dated July 18, 2003, by the City People's Committee. This formation integrated the organizational structure from the land administration sector of the Land Administration and Housing Department, and took over the state management functions related to water resources, mineral resources, and the environment from the Departments of Agriculture and Rural Development, Science, Technology and Environment, Industry, and Public Works.

Key Milestones in the History of Department of Natural Resources and Environment of Ho Chi Minh City:
* 1976: Formation of the Planning and Land Management Office under the City Agriculture Department.
* 1981: Establishment of the Land Management Committee.
* 1993: Renamed to the Land Management Committee.
* 1994: Renamed to the Land Administration Department.
* 1998: Merged with the Housing Department to become the Land Administration – Housing Department.
uly 2003: Formation of the Department of Natural Resources and Environment, a specialized agency under the City People's Committee responsible for state management functions over land resources, water resources, mineral resources, environment, meteorology, hydrology, and cartography in Ho Chi Minh City.
