In the context of increasingly evident global impacts of climate change — rising sea levels, more frequent natural disasters, and extreme weather events — the management and mitigation of greenhouse gas (GHG) emissions, along with the protection of the ozone layer, have become top priorities. As one of the countries most affected by climate change, Vietnam recognizes the urgent need to implement effective policies and institutional frameworks to address these challenges.
To achieve this goal, the Government issued Decree No. 06/2022/NĐ-CP, officially titled “Regulations on Greenhouse Gas Emission Reduction and Ozone Layer Protection.”

This marks an important step in concretizing the provisions of the Law on Environmental Protection 2020 regarding climate change response (Article 91 on greenhouse gas mitigation and Article 92 on ozone layer protection).
The decree not only lays the foundation for the inventory, reporting, and management of greenhouse gas emissions but also paves the way for the development of a carbon market, emission quotas, and carbon credits - all contributing to Vietnam’s national commitment to achieving net-zero emissions by around 2050.

2.1 Scope, Subjects, and Principles

The decree applies to organizations and individuals involved in activities related to greenhouse gas (GHG) emissions, GHG mitigation and absorption, as well as the production, import, consumption, and treatment of ozone-depleting substances (ODSs). 
- It clearly establishes the principle that all activities related to GHG emission reduction and ozone layer protection must be consistent with socio-economic conditions, comply with current laws, and ensure transparency and fairness.
2.2 Greenhouse Gas Inventory and Reporting
One of the decree’s key pillars is the identification, inventory, and regular reporting of emission sources:

Large emission facilities listed by the Prime Minister are required to conduct GHG inventories. 
- Periodic reporting must use measurement methods, emission factors, and data consistent with international standards and Vietnam’s conditions.
2.3 Emission Quotas, Carbon Credits, and the Carbon Market

The decree stipulates the determination of GHG emission quotas for key sectors such as thermal power, cement, and steel production.

Facilities allocated with emission quotas are eligible to buy, sell, or exchange emission quotas and carbon credits on the carbon market (according to the defined roadmap). 
- This mechanism both encourages emission reduction efforts and creates business opportunities for organizations and individuals with effective low-emission solutions.
2.4 Ozone Layer Protection and Management of Ozone-Depleting Substances

The decree regulates that import, export, and consumption of ODSs are only permitted with member countries of the Montreal Protocol. 
- It also encourages technological transformation and the use of climate-friendly alternatives.
2.5 Capacity Building, Communication, and Incentives
- 
Efforts are strengthened in training and developing specialized teams responsible for GHG inventory, reporting, and emission-reduction technologies. 
- The decree promotes integrating GHG emission reduction and ozone layer protection into education systems and social-professional organizations to raise awareness and encourage public participation.
